Transitioning to low and near zero emission steel production contributes to achieving the EU’s climate goals and can provide significant competitiveness benefits to European steelmakers who can supply climate-conscious steel buyers with future proof products, while modernizing facilities and maintaining
an innovative edge.

To boost lead markets, the Nordic Near-Zero Emission Steel group is calling on the EU to accelerate demand for near-zero emissions steel through harmonised labelling and public procurement mandates. Clear EU-wide standards and procurement rules are essential to derisk investments, ensure fair competition, and enable early movers to scale near-zero emission technologies. With many European steel facilities approaching reinvestment, decisive action now would secure Europe’s leadership in green steel, strengthen industrial resilience, and cut emissions in hard-to-abate sectors.
